Summary0000232: after clearing, notification stops updating
DescriptionClearing notification brings back a new one (if a download is active) - this notification does not update anymore.
Steps To Reproduce1. Download a large file.
2. Expand notification panel and clean all notifications.
3. A new notification for the active download will pop out.
4. New notification does not update.
